Ukraine's tech talent market in a nutshell
High-demand fields
Ukraine’s tech sector stands out with expertise in sought-after areas, positioning it as a global innovation leader. With over 300,000 skilled software engineers, Ukraine excels in web & mobile development, data, cloud, AI, machine learning, cybersecurity, and QA engineering.
Global expansion
Over half of Ukrainian tech CEOs plan to expand their businesses, with more than a third aiming to establish branches abroad, particularly in Poland. This trend reflects a strategic shift to diversify and sustain operations amidst ongoing challenges.
Skilled and growing workforce
Ukraine produces over 20,000 IT graduates annually from top-tier universities, ensuring a continuous influx of fresh, highly-skilled talent. This strong educational foundation keeps the talent pool dynamic and up-to-date with industry needs.
Cost-effectiveness
Compared to Western Europe and the U.S., Ukraine offers a significant cost advantage, providing top-tier tech talent at competitive rates. This allows companies to maximize their return on investment while accessing world-class skills.
Geopolitical resilience and innovation
Despite the challenges posed by geopolitical factors, Ukraine’s tech sector has shown remarkable resilience. The ongoing focus on innovation, along with a strong work ethic, enables Ukrainian companies to remain agile and competitive on the global stage.
Rising tech startups and innovation
Ukraine is home to a growing startup ecosystem, particularly in AI, fintech, and IT outsourcing. Cities like Kyiv that is home to over 177 company offices specializing in AI and ML are already being recognized as innovation hubs, attracting both local and international investors.
“Ukraine’s tech talent market in 2025 remains strong, particularly in high-demand areas like AI/ML, cybersecurity, and fintech. While salaries have stabilized, there’s increased competition at the junior level, which has slightly lowered entry-level pay. However, senior and niche roles continue to see salary growth. To attract top talent, offering flexible remote or hybrid positions is key, as Ukrainian professionals value stability and security in these uncertain times.”
- Halyna Zherebetska, Head of Talent Acquisition
Ukraine’s IT innovation hubs

Lviv
A home to almost 600 tech companies, Lviv stands as a notable tech hub in Ukraine. With a talent pool exceeding 51,000 tech specialists and its strategic location near the EU borders, Lviv offers a rich resource for businesses seeking skilled professionals.
If you’re wondering about salary trends in Ukraine, here’s the scoop.
Software Engineers
Salaries have slightly declined, reflecting a 3.9% drop compared to early 2023. This adjustment is driven largely by market saturation and increased competition, particularly at junior levels.
Data/ML/AI Engineers
Despite overall market stabilization, salaries in niches like fintech and AI/ML have grown, with increases driven by heightened demand and innovation in these fields.
Cybersecurity Engineers
Salaries for mid-level and senior professionals have risen by up to 5%, fueled by growing demand for security expertise in an increasingly digital and risk-aware landscape.
QA Engineers
While salaries for experienced QA professionals remain stable, entry-level roles have seen some downward adjustments due to a rise in competition among junior candidates.
DevOps & Cloud Engineers
Demand remains consistent, and senior-level salaries have held strong, reflecting the high complexity and value of these roles. However, junior roles are becoming increasingly competitive.

Ukraine’s IT sector offers a unique combination of quality, resilience, and affordability. Workforce reductions of around 10% among major IT companies have significantly increased the pool of highly skilled candidates. This makes accessing Ukraine’s talent base a strategic move, especially given the slight decrease in salaries and heightened competition among job seekers. Whether you’re scaling an AI project, enhancing your cybersecurity framework, or building robust cloud solutions, Ukraine offers dedicated professionals at cost-effective rates.
